The summit has been a long time collaboration between the Philippine National Police (PNP) and two women organization namely, the friends of PNP Foundation (FPNPF) Inc and the Soroptimist International of the Philippines Region (SIPR).

Let us go back just a little bit into history. Immediately after President Fidel V. Ramos mandated the PNP to operationalize nationwide the "PNP Women's Desk" on March 3, 1993 to curb violence against women and children, Gertie Tirona of the National Commission of the Rights of Filipino Women made a call.

SI Makati's Carmen Araneta Flor in answer to the call, rallied the community to support the operationalization of PNP Women's Desks. This was adopted as an identifying project of the Soroptimist International of the Philippines Region headed by its Governor, Atty. Gladys S.J. Tiongco for Biennium 1994-1996.

Awards were won locally and internationally; the role of PNP as the mandated organization was highlighted. Women and children's rights were brought to the fore and the truism that women's rights are human rights were proven.

To expand this collaboration to cater to a larger segment of society, the Friends of PNP was formed. The charter chairperson is SI Caloocan Dulce I. Gozon. The group was spearheaded by Soroptimists and other NGOs who represent a broader spectrum of society.

 

Today, we have the media, the UP Alumni Association, Women's Rights Movement, the Congressional Spouses, the Integrated Bar of the Philippines Association, Commission on the Role of Women and other NGOs represented by dynamic action-oriented women who are doers and achievers in their own careers and professions.

To give women incentives manning the desks, Soroptimist and other NGO's gave annual awards to the best policewomen and desks. This activity started in 1995 continued until 1998. A benchmark was set when outstanding policewomen and outstanding desks were awarded.

Following a continuing collaboration among the PNP and Friends of PNP Foundation and the Soroptimist International Philippines Region, a Memorandum of Agreement was entered into.
